Institutional and regulatory
The project will establish regulatory frameworks and an institutional environment to operationalize the clean plant program for horticulture in India. This will be done in partnership with private nurseries, researchers, and state governments, and in consultation with growers’ associations. More specifically, the following activities will be implemented by the NHB:
Knowledge-sharing and communication
Prepare the draft Notifications for clean plant certification under the Seed Act approved in 1966 and for the model nursery accreditation for certified disease-free planting materials under the Model Nursery Registration Act approved in 1966
Support private nurseries to establish national and crop-specific nursery associations to support the growth of the horticulture nursery industry
Capacity building of MoAFW, NHB, and ICAR staff (including inspectors, and lab technicians) for better management of the CPP and CPCs.
Develop a pool of workforce in plant health management
