As the lead implementing agency, NHB (CPP Wing) coordinates and manages the overall implementation of all project outputs (1, 2, and 3). Its key functions include:
- Project Coordination & Management
- Oversee day-to-day execution, supervision, and overall coordination.
- Act as the interface between MoA&FW and ICAR institutes.
- Ensure environmental and social compliance with ADB and national requirements.
- Establish and operate the project’s grievance redress mechanism.
- Financial Management
- Release funds to CPCs and IARI Diagnostic Centre based on budget allocations.
- Maintain a cloud-based financial management system accessible to NHB, ICAR Coordination Unit, ICAR CPCs, and IARI.
- Monitor financial progress, maintain accounts, and prepare financial statements.
- Process payments and withdrawal applications (WAs) for submission to ADB.
- Consolidate audit reports for APFS preparation in coordination with ICAR HQ.
- Planning, Reporting & Safeguards
- Prepare and submit the Annual Work Plan and Budget (AWPB) and quarterly project reports to ADB.
- Consolidate inputs from NHB, ICAR CPCs, and IARI.
- Ensure timely submission of all project-related reports.
- Procurement & Staffing
- Procure goods, works, and non-consulting services.
- Recruit and supervise contractual staff and consultants.
- Revenue Scheme
- Design and implement a certification revenue scheme (revolving fund) at least one year prior to project completion.
